House bill targets lock-in; still sitting in committee
The Close reported that H.R. 10028 would force Fannie and Freddie, within 180 days of enactment, to buy conventional loans that let a borrower transfer rate, terms, and remaining balance within 90 days of sale. As of that article, both the MOVE Act and the earlier Take Your Rate study bill remained in House Financial Services with no further action listed. The same piece flagged the Q1 2026 lock-in stat: 49.9% of outstanding mortgages still carried a rate of 4% or lower.
